Terms of Reference


(1) Review and explore relevant policies and measures, including those related to education, employment and training etc., to provide equal opportunities for development for young people from grassroot families and remove obstacles blocking their advancement along the social ladder, with a view to minimizing the risk of inter-generational poverty;


(2) Taking into account the economic development and social condition in Hong Kong, explore new policies and measures as well as enhance cross-sector collaboration to promote life planning, multiple development pathways, vocational education and continuing education etc., so as to facilitate the underprivileged young people to unleash their potential;


(3) Conduct academic research and statistical analysis to examine social mobility of individuals and inter-generational mobility in Hong Kong;


(4) Maintain close liaison with and provide mutual support to other Task Forces under the CoP, and report to the CoP on its work plans and progress as and when appropriate; and


(5) Collaborate with the CoP and its other Task Forces to prepare for the annual CoP Summit for reporting the work progress of the CoP and engaging the public and various sectors in the community to take forward poverty alleviation work.
