About Us Ad Hoc Group on the Elderly in Poverty The Ad Hoc Group was established to examine the key needs of elderly in poverty, and to work with the Health, Welfare and Food Bureau (HWFB) and the Elderly Commission (EC) to identify short-term improvements as well as longer term policy direction to better address such needs.
